How to enable the packaging in GO TO Menu ?

Hi Experts,

We have a 2 Users in Same Data base. For One User, Packaging from AR Invoice is working fine and but other user is not having that option,

Normally process is done by first user.

AR Invoice ---> Right Click --> Packaging.

But When second user try the same, but ha dont have option of packaging when he right clik from the AR Invoice ?

First user is super user and second user is limited access only. but i give full authorization in invoice.

How to enable the packaging for that perticular user?.

please help me.
