Firstly I want to tell you that, When you enter budget at level 5 in CJ30 and total-up, then it will consider only to level 5 not for all other.
You are facing error because I think after entering budget, you are not performing total-up.
Procedure:
1)Goto CJ30->Enter Project Definition only not WBS->Press Enter
2)Now select your level 5 WBS->Enter Budget->Select Column ->Menubar->Edit->Total-Up
Now check & save. This budget will consider to level5 only.
